Stablecoin issuers can freeze and reissue, but only against a request they can defend. Anvil builds the remediation packet, coordinates the burn and reissue, and certifies the destination wallet for the issuer.
THE PROBLEM
Issuers will act on tainted tokens, but they carry the liability if they act on a weak request. The bottleneck is a packet that proves the taint, identifies the rightful destination, and documents the decision well enough that the issuer is protected when it freezes, burns, and reissues.
Speed matters because tainted value moves. The work is to compress a defensible request into the window before the funds are gone.
